The teams do get an extra scholarship, unless they're under a limit already, as USC is. In USC's case, a walk-on player will likely have to give up a scholarship he had earned to make room for Redd, or if another player is academically ineligible, Redd can take his spot.
So USC can still only have 75 total scholarships. Say Redd transferred to Stanford however, we could have 86. I don't believe there is any codified reason why a massive number of PSU players couldn't just transfer to one school, but I think it would be unlikely based on logistics and playing time issues.
