There are people at the game, apparently many (most?) of them, that are not there for a football game. I suspect the AD is one of them. For them, it is a social event. There are many, probably 50% of the people at the tailgate that i used to frequent that don't even have tickets. Then there are the others who have tickets but don't go into the stadium. Lots of people in the stadium spend their time talking to others, either in their seats of in the mezzanine, not watching the game. Apparently these people enjoy the music, so since they don't care about the game, give them what they want is the AD's model. I have complained for years. At one point, it did have some effect, but now I am pretty sure the determination has been made that the concert is more important than the football.
I recommended to some in our group who could not attend the UCLA game that they bring earplugs to future games just in case it is too noisy for them....
