Generally athletic in QB-speak means "a runner," except when it means "black dude."
As to Hogan as a recruit. 3-star for Rivals and ESPN, 4-star for Scout. Curiously, both Scout and Rivals agree he was the #15 QB for his class. Not a lot of notable offers; maybe Clemson is his second-best offer, which isn't bad at all. Of course, it's an open question as to why they thought this was the case. In spring we heard his decision making wasn't the best--perhaps this was the issue back in high school.
