I don’t believe the waiver of the 25 annual limit includes permission for schools to exceed the 85 overall limit.  The waiver does allow schools that are hit hard by transfers to fully replenish their inventory of athletes on scholarship to the 85 limit.  

Quite frankly, I think it is a rare instance of the NCAA making a correct decision.
