An NIL collective is money collected to induce recruited athletes to play for a school. Its effectively boosters buying players through a loophole the NCAA doesn't want open, but has no ability to close.
I've seen no evidence Cal has put one of those together. Maybe this Marshawn Lynch- backed initiative is ultimately going to grow into such a thing, but Cal is losing commits because other schools are offering NIL deals as a lure to get players and Cal doesn't have anything to match.
You're thinking of Cameo (which is a cool platform albeit pricey IMO), and otherwise spot on. It's more of a "collective" in name only at the moment until it evolves into an actual booster-led recruit-inducement group.
