The gist is this group is not going to "break NCAA rules" and contract with recruits to sign with Cal in exchange for a guaranteed amount of money, as so many others are doing.
It seems the goal is to raise enough money from individuals and businesses so athletes considering Cal can see how much they can earn after they sign with Cal, not how much they will be guaranteed to sign with Cal.
Remember the old tales of players at Oklahoma getting paid to "watch an oil field?" The implication was players were given jobs that way overcompensated them as a means to get money to players. That's what I see this Cal NIL initiative having as a goal. The "market rate" for an endorsement may be $X, but the Cal athlete will get paid $5X so Cal can let recruits know how much they can make from NIL at Cal if they sign with Cal.
Of course, none of this addresses the big elephant lurking in the room - school paying football players when they are making so much money off media rights from unpaid labor. That issue will get sussed out over the next few years. It seems to me there is a real chance we see several schools break break their football programs out of the NCAA and other schools will still play NCAA football. Maybe the NCAA will get a playoff for its top division after all?

The top 65 (or so) schools will break away from the NCAA and form there own entity under the leadership of the CFP. That will happen soon (within the next two years?).
Payments to players who attend schools that are part of the CFP “Division”. That will happen after the establishment of the division (within the next five years?).
