Depends how cold the chilled water has to be, but I imagine it’s less than 10 deg Celsius, which is less than ambient temperature during the day, even in the winter.
I’m out of my depth here, and the technical documents aren’t exactly easy to follow, but using the heat generated by chilling water is, broadly speaking, a heat pump. The key is that instead of generating heat through combustion, energy is used to transfer heat from the water being chilled to the water being heated.
