Speculation among SV types is that Musk would like to turn Twitter into the US/Western equivalent of China's WeChat but hopefully without the heavy-handed government control. If that happens it will be very profitable for him and Twitters investor. Of course others are also trying ... (Can I assume that most folks here know the WeChat model?)
Twitter also has a reputation for paying well above market rate - Hopefully those impacted banked some of those Twitter dollars.
None of this is meant to excuse the absence of good WARN/Lay-Off practices but it's not surprising that a take-over would be followed by a restructuring for several reasons. Being let go will ALWAYS be personal to the person laid off (and I've been one of them in the past) but it would be shocking if ANY acquiring entity didn't restructure/refocus/reduce spend. This acquisition and today's moves will be best judged by what happens next and that may depend upon where the saved dollars are reallocated.
Twitter itself is flooded with Tweets from exiting employees and as it is a social media company any restructuring was going to provoke an immense media hit. No doubt today could have been navigated better but we shouldn't fool ourselves - it was always going to be ugly. Let's see what comes next before being blown this way and that by the day's wind.

In 1938 Neville Chamberlain declared "Peace in our time", Superman first appeared in Action Comics, Seabiscuit beat War Admiral ....... and C.a.l last won the Rose Bowl.
