Can you explain in detail how it works?

Here's how it works: since schools can't buy recruits directly without violating NCAA rules, boosters buy them indirectly. ;)

I'll be really interested to see how long this arms race lasts. If I were a Miami or A&M booster, I'd be asking some serious questions about what my money got me.

Who decides which players get what money?  Is it like a mutual fund where the fund manager makes the investment decisions?  How does the collective interact with the football coaching staff.  Does the head coach get to approve the "investments?"
