BBC had a story on how the women attending the WC felt safer because they didn't have to deal with rowdy drunks.

As I said, some might consider it a feature rather than. bug.  Still, I think you can make an argument that Qatar engaged in a bait and switch, promising that beer sales would be allowed and then pulling the rug at the last minute.
