Naturally, marketing and male bias dictate that the men get the prime time slot, and that relegates the women to the off-off-off slot of 2pm.  That is 3pm local time.

If that is not balanced between men & women, is that a Title IX violation against the conference or the home team?

Apparently not.  I've seen the reports that are filed with the NCAA for Title IX compliance, and it is measured in terms of numbers of scholarships and other expenditures on the teams, not in terms of scheduling or revenues generated by the teams.
