A similar scenario played out 5 years ago. The Rose Bowl had the Pac 10 champs the team Under Stanford Control but had lost Ohio State to the NC game. They chose as a replacement a 9-3 Illinois team which was 13th in the BCS while bypassing higher ranked teams. I think the Rose Bowl will always try to match Big 10 and Pac 12 if they have a choice.

Also, I'm pretty sure I read somewhere that the Rose Bowl commissioner already said this year that they would take a Pac-12 team to replace Oregon (if they made the NC) if one is eligible for a BCS at large spot. I would not worry at all about the Rose Bowl taking a non-Big-10 or Pac-12 team if they don't have to. We just have to hope we end in the top-14...
