There is another interview on YouTube addressing this to some extent. Whittaker and her coach both wanted to move up. I think she now sees that as a longer term project. To make the Olympic team her outdoor 800 time needs to improve about 1.5 seconds. Her 1500 about 9 seconds. The 800 is more likely this time around.
