Bob, the expected changes from the settlement, which also include revenue sharing and diminished NCAA payouts from March Madness to cover damages, will go into effect beginning in the fall of 2025. As mentioned in another thread, I would expect a bloodbath in terms of smaller schools cutting non-revenue sports as a result.

at Stanford, as I recall there are ~600 student athletes and ~380 total scholarships (some split between multiple people).  So if all those 600 people are on rosters and have to have full scholarships then the AD will be paying for ~220 additional scholarships ~$18m/year (with each scholarship costing $80k).  This may or may not be part of the "new" BoT subsidy mentioned here previously.
