The details of the House settlement are still being hammered out but it is expected that roster limits will replace scholarship limits for all sports.

How is that going to work with Title IX (at least in schools that offer football scholarships)?  The whole reason there are fewer scholarships for men's sports as women's sports is that football gives out 85 scholarships a year.  The only way to square that circle and offer proportional opportunities to women's athletes is to eliminate a ton of men's sports altogether.
