Somehow I am only just catching up on this. It really is going to be a bloodbath for non-revenue sports across the NCAA isn’t it? Basically we likely end up with football, basketball, baseball/softball and a few other women’s sports - volleyball and soccer and a couple of others to balance out football. Even if Stanford can/wants to continue to field a wide range of sports, you need somebody to play against.

This might be the final straw where I go and tune out for good.

I don't think the smaller sports will be required to put all players on full scholarship. The details are yet to be specified (at least publically). It seems likely that these sports will have caps but less likely they will have minimums that are so onerous that it would require cutting the sports. That would seem to be counterproductive.
