I wonder why the need to increase volleyball scholarships. As a team we played 115 sets this year, and basically only 9 players played over half the sets. Unlike other sports, there is not a ton of substitution in volleyball (once you account for the Libero and an occasional defensive or serving specialist), and sure, while you do have injuries (for example, Francis has had nagging injuries that prevented her from playing every game until this season, and Blyashov redshirted in part due to injury), I wouldn't characterize it as an injury-prone sport. A roster with 12 players is probably fine.
Now, to be fair, a number of sports have a fair number of walk-on players and as the NCAA moves from scholarship limits to roster limits, a sport like baseball, where partial scholarships are the norm, will now allow many more scholarships since the scholarship limit is the roster limit. In some ways it is good not to have a division between scholarship athletes and walk-ons, but the negative is that I suspect that it will largely be the end of the idea that "regular" students would be able to walk-on to a team just for love of the game, which again serves to further separate the student-athletes from the rest of the student body.
