Rules question: At Wednesday's game, the opening tip was won by Max who tapped it to our basket. It bounced to the endline where it went out of bounds after players from each team seemed to have touched it. 

The ball was awarded to CSUN at the 19:56 mark. The shot clock was set at 20 seconds and am wondering why that was. I thought they would get the full 30 seconds since no team possessed the ball. At worst, they should have gotten 26 seconds since only 4 seconds had elapsed in the game.

Anyone know what the rule is in this instance to set the play clock to 20?
