There are certainly some genetically gifted, generational pitchers who can handle high pitch counts and go on short rest, but they are few and far between, imho. To protect the non-transcendent from their own pride and from overeager coaches, I'd be in favor of pitch count and rest regulations. It would certainly add an extra wrinkle to pitching roster management.
