I've worked at a UC campus for the past 25 years, and I can tell you that TA training has improved by leaps and bounds from the 1980s. I've only had a couple of international TAs, and their English and teaching proficiencies were excellent. I would add, however, that I don't teach engineering or CS.
I'm guessing that Stanford has implemented all kinds of orientation and training programs for TAs. I would be interested to hear the experiences of Stanford undergraduate alums from the 2010s and 2020s.

If there's one thing people have learned in Berkeley, it's that you can't put "Cal football" and "Rose Bowl" in the same sentence. The words just don't fit. You'd be better off linking "covered wagons" with "Mars travel." (Bruce Jenkins, Cal '70, SF Chronicle, Nov. 11, 2017)
