I say N.D. is a fall back option because he has them #4 in his Top 5, and his quote was "I like them for a lot of the same reasons as Stanford" (priority on academics).
My assumption is Peppers will not commit to Stanford until admissions clears him because there is no way he would ever let anyone think he didn't get admitted. The first story I saw on Peppers suggested he has a chip on his shoulder to be the best (exemplified in his comments about overtaking Hand as the #1 overall prospect), and he wants to get admitted to Stanford as part of proving he is the best. To me, he's the embodiment of the "Stanford kid" Shaw speaks of and that's where he will end up. Peppers seems a bit like Myron Rolle (Florida State, Rhodes Scholar), who probably would have gone to Stanford had Stanford not been terrible in the mid 2000s.
