The interesting and potentially irritating part of this is that the Big 10 will not commit to slot a top team but will instead assign a team based on some kind of "tiering" system, which sounds to me like code for "stick them with Indiana or Minnesota, whichever is closer".   

We'll see, but I don't think that's the intention at all. Basically, the old bowl setup had like, four bowls in Orlando and Tampa. So unless you went to the Rose Bowl, fans ended up going to the same couple of destinations every year, which naturally dampens enthusiasm. I believe the idea here is to rotate more frequently so that fans don't end up having to go to the same destinations year after year.
