Could be the Kelly part was established some time ago, and he got wind of it. That might explain his peculiar actions in January, when he said he was staying at Oregon to close out unfinished business, which apparently took only a week to resolve, whereupon he went to the NFL after all.

And yes, these penalties do seem very minor, basically in line with what most people were expecting.
