Is UCB frat row really that bad on a non-Big Game day? MY brother in law was in a frat and we used to visit him regularly there and I always thought it was a fairly calm environment, though admittedly, I wasn't there at 1:30AM on Saturday/Sunday so perhaps it's different then.
