What? The Fiesta doesn't select anything. The committee seeds all the top-6 bowls. The bowl committees might get to give input, but unless I'm hugely misunderstanding the process they're not actually picking. I think you're right that the bowls don't select, though I'm not sure. In any case, they (whether the committee or the bowls) do have to follow the rankings.

*Edit: the committee selects the matchups, the field consists of six conference champs and the highest remaining ranked teams.
