I can't imagine Jim backing down from the challenge of NFL coaching while his brother is still an NFL head coach.  He'd never live it down :p

The thing is, he's young enough to still make it work. I imagine he might have a list like this scribbled out on a legal pad in his office:

Step 1: Head to Michigan.
Step 2: Turn the program around, earn $50M while doing so, and win a national championship within five years.
Step 3: Supervise the building of a statue in my honor.
Step 4: Once again become the most coveted coach in football.
Step 5: Choose a landing spot in the NFL.
Step 6: Win Super Bowl. (If Pete Carroll can do it, I certainly can.)
