I think Shittu and Harris belong in the same category as Kalambayi and Hoffpauir.  Those guys are all proven and ready, even if not technically returning "starters."  (Assuming all of them return.)

Harris is in a different category because he was the starting CB for the last 6 games of the year.

Hoffpaiur is in a different category because his decision to return or not is tied to MLB, not NFL. We won't know the answer there for awhile.

If you are going to include Hoffpaiur, then of our top 5 DBs in playing time, 3 return (Hoffpaiur, Harris, Lyons). Though it would probably be more accurate to say 3 of 6 (with Carter, Richards, and Olugbode gone).

Shittu was starting to play well, but never started a game. Not clear to me he is proven, neither is his ability to recover from this injury yet proven. I am optimistic on his outlook however.
