Presumably, the offer of loss of value insurance only extends to the players who actually have value (value to the NFL, that is). Thus, I could see juniors and seniors with eligibility remaining who are potential draft picks undergoing a pre-draft evaluation, and, if they are found to project being drafted, then their insurance is based on their potential value if they subsequently suffer an injury or illness that causes their stock to drop.
Interesting factoid... no college football player has ever collected on loss-of-value insurance.
