It's really impossible to characterize Toby's NFL career as anything besides wildly disappointing.

Yes, this year has been horrible for Toby. But, when you look at his career ypc number, 4.3, it's not awful. Not counting today's uh, rather low output, Toby has gained 1,667 yards rushing.

Toby was drafted in the 2nd round in 2010. The running back taken ahead of him in the second round, Dexter McCluster, has a career 4.3 ypc and has gained 949 yards rushing. But McCluster I think is kind of a third-down specialist? Not sure, but he's caught 207 balls compared to Toby's 100 receptions. Toby has the edge in TDs, 10-8.

I would call it underwhelming but not wildly disappointing by any stretch. Keep in mind he was stuck as Adrian Peterson's backup for his first four years, so you wouldn't have expected him to see much action except when Peterson was hurt/suspended. He did pretty well in those situations, including I believe at least two 100-yard games. And he leveraged that into a pretty juicy contract with the Jags that to date hasn't panned out.
However, of the 13 other RBs taken in that draft, four have more yardage, only two (Ryan Matthews & James Starks) have a more substantial role this year, and only 4 are even still in the league:

He's gotten that on fewer than 5 attempts/game, which should tell you something. Sanders has a higher ypc than McCaffrey, but he's not better. Also, after the Jags signed him to be a #1 back he's been abysmal, with 3.2 then 2.6 ypc. And it's not like that's just the Jags being terrible, their team ypcs are 4.5 and 4.0, not great, but quite a bit better than Toby's contributions.
So yeah, if your aspirations for Toby were "pretty decent as a backup for the best back in the NFL and pretty bad afterward" then sure, he's met them. I was hoping for him to actually be a feature back in the NFL and he's nowhere even close.

The Jags may only be using him in clear running situations and thus tipping their hand when he's in the game. Do they use him as a pass-catching back? Or is he clearly not able to grind it out like he used to?

There is a small handful of franchises in the NFL at which pretty much everybody turns to complete shit once they get there, no matter how much talent they had going in. The Jacksonville Jagoffs are one of them. Another is the Cleveland Browns
