So the Chargers have the first option to join, and if they don't then the Raiders have the option? So if the Chargers decide to go, the Raiders don't have a choice? This all seems overly convoluted.

That appears to be the case. The Chargers are either going to try to use their option to join St. Louis as leverage to get a good stadium deal in San Diego or will pay lip service to doing so knowing that they have one foot out the door. For a variety of reasons, leasing the Inglewood stadium from the Rams is sub-optimal, but then again, staying in San Diego when at least one team moves in less than 150 miles away is also sub-optimal, even if they get a shiny new stadium out of the deal.
Not sure what the Raiders do. Theoretically, they could join the Niners in Levi's stadium, but my guess is what they really want is a new stadium to themselves.

Yes, and they were going to build a stadium in Irwindale. Sold season tickets. When that fell through they went back to Oakland.Â

SD folks barely support the Chargers now (too much else to do; losing team, etc.)Â

The stadium is owned and operated by the Santa Clara Stadium Authority, which is just a smoke-and-mirrors name for the city council. So, the 49ers don't own or operate the stadium, the city does. That said, I don't know whether their lease stipulates that they (the 49ers) get unilateral authority in regards to that or not.

The thing is, the most obvious thing would have been for the Raiders to move. The Raiders were the only team in a geographic area that already had an NFL team, and they were the ones for whom a new stadium would have been the biggest hurdle (both St. Louis and San Diego worked to get a new stadium, but the Rams and Chargers didn't like the plans and/or terms). I believe Levi's was originally built to house two teams, but the Raiders know they would be playing second fiddle to the Forty-niners. OTOH, the stadium in Oakland is among the worst in the NFL, much worse than the much maligned Jack Murphy (I refuse to call it Qualcomm) stadium.
The problem with either the Chargers or Raiders moving to LA is that clearly the Inglewood stadium is Stan Kroenke's baby, and whichever team winds up moving there will be the red-headed step-child. Kroenke is one of the more powerful owners in the league, and he is basically building the stadium (and developing the surrounding area) without public financing*. He has offered to either lease the stadium or joint ownership to the Chargers (or Raiders if the Chargers stay put), but it is clear that the Chargers/Raiders would be junior partners in the deal.
As others have noted, now that a team is moving into LA, San Diego's smallish fan base is eroded further, and the whole episode has soured many fans (including my brother, a former season ticket holder). My guess is that at the end of the day, the Chargers will move to LA rather than allow the Rams and Raiders to dominate the Southern California market, but maybe they will be able to extract a good deal from the city of San Diego, and the $100 million offered by the league, plus the relocation fee will soften the blow. I'd say it's about a 75/25 proposition.

I'm a second=generation Raider fan. I'm an Oakland taxpayer. I really want the Raiders to stay, but I don't want Oakland to provide more than land and limited infrastructure for a football stadium project. I would love to see a new football stadium on the site of O.Co, and a baseball park near Jack London Square; in fact, I'd be okay with limited public money for the latter.
The bay area is the nations' sixth largest media market, and has the highest per-household income of any metro area in the country. It would seem foolish to leave that market for Portland or San Antonio.

I really want the Raiders to stay, but I don't want Oakland to provide more than land and limited infrastructure for a football stadium project. I would love to see a new football stadium on the site of O.Co, and a baseball park near Jack London Square; in fact, I'd be okay with limited public money for the latter.

I'm an Oakland resident, but not a Raider fan. I wouldn't be sad to see the Raiders go, for two reasons:
1) Better football on broadcast TV (with streaming getting better this is steadily becoming less of an issue, also with the Raiders getting better it might be less of an issue too).
2) Raiders fans scare the shit out of me.
3) Probably no more taxbase extortion, and we sure have better things to spend the money on.
I'm partly with you about the stadia, but I'd be worried about a ballpark in Jack London, the logistics of that seem like they could turn into a nightmare (BART is pretty far away from the sites I saw proposed) and I think the land around there would be better used as housing. But definitely no goddamn public money for any billionaire owners.
