That the former chair of the ethics committee runs into trouble with the rules is another reason to believe that the problem isn\'t with the people, it\'s with the rules.
A few days ago the news that Stanford and Penn State are the only teams never to have been hit by a major violation was met by a fair bit of self-congratulation in our parts--I\'d imagine also in Nittany, PA--but to me, this shows that something\'s rotten with the enterprise itself, rather than specific scofflaws who crop up from time to time.
