I think #7 should definitely be retired, and it doesn't matter that it would be for Elway and Toby. The Yankees, for instance, retired #8 for Bill Dickey and Yogi Berra. They simply hung the number 8 twice along with the other retired jerseys.
As for Luck, the argument is pretty simple. I think most people would agree that even if he hadn't come back for this final season he would still at least have been included in the conversation when discussing the greatest Cardinal players of all time. Even if he only matches last season's totals this fall -- and takes home the Voldemort in a landslide -- I'd be comfortable listing him as the best to ever wear the Cardinal and White -- again, in a landslide. If all that happens, the only question is how tall you make the statue. The jersey should definitely be retired.
