Do they have an impact?
In today's Rose Bowl, early in the game and deep in OSU's territory, Washington caught OSU substituting a whole bunch of players and tried to snap the ball with only about four defenders in position. The SEC officials stopped the play to allow the substitution, even though Washington didn't substitute anyone. Peterson was understandably irate. Washington ended up settling for a field goal, when a touchdown may have been well within their grasps, especially given OSU wasn't ready. Could have been a game changer, especially considering how close the game ended.
Had Washington been allowed to snap the ball, would the outcome have changed? Who knows, but perhaps. Wonder how many games hinge on odd plays early in a game. . . .
