Watching the South Carolina game last night, I was floored when Cardoza entered the game. A grad transfer from Syracuse at 6’7” she looked GREAT. 
I got to thinking that soon the power schools like UConn, Baylor, South Carolina, etc will be cherry picking the very best players.

After Stanford beat Louisville in the Elite 8 game, in the post-game presser the Louisville coach openly talked about sifting through the transfer portal - which he characterized as a form of "free agency" - for kids who could help his program this season.  It is no longer a theoretical thing, but a very real boon to programs willing and able to take transfers.

To answer your question:  Stanford cannot compete in that arena.  How many legit D1 players transfer out of the Ivies?  You'll get a couple each season . . . maybe.  But hey, that could be where Stanford "lives" in the portal world.

Yes, rare, but does happen once in a while. In the early 2000's Brooke Smith transferred in from Duke (she was previously also accepted here, IIRC). Also WSoc has taken in several transfers in the last fews years. Who knows, maybe Kiki Rice will get disenchanted with Westwood? :)

Kamilla Cardoso was a Top 5 overall recruit from the Class of 2020:

-  #1 by ASGR
-  #2 by Blue Star 
-  #4 by Prospect Nation
-  #5  by ESPN Hoopgurlz

and is currently just a Sophomore, so she has at least 2 more years with South Carolina.

I suspect that she may be the future starting center for Brazil's national women's team.

I don't think there is a lot of promotional money available for women's hoops players.   The UConn media market is really small, and most other schools will have football and/or men's basketball players taking the generic athlete from the school opportunities.

Unless the money ramps up a lot for most women the better players will go to a place that maximizes revenue and opportunities after college.   However the transfer thing is real and will mean that some schools will have pull to attract all of the best players in the USA.   Most of the USA's biggest public universities have very small freshman classes and then have people transfer in from other places to complete their studies on the main campus.   So attracting and accepting transfer students for sports won't be that big of a deal for those schools or the students that attend those schools.

Honest question: why would a transfer have to come from an Ivy?  Why couldn't Stanford take a transfer from Syracuse? Or anywhere? (Minimum college GPA caveats assumed here.)

But how about NC State's grad transfer who stayed for a second/COVID year 5'4" Raina Perez from Northern Arizona/Cal State Fullerton?!

=game high 18 pts of 7-9 shooting. I love watching her, so poised, fearless, and skilled offensively. 

I think Tara is adapting: offering kids earlier, I suspect that's to keep up with the times. Recruiting internationally started a few years back. Then the first grad xfer might indicate another adaption. 

Transfers could happen with Stanford but they'll look a little different than other schools. Maybe someone admitted out of HS but chose elsewhere. Or a later bloomer, but Tara keeps it at or near 15 so she'd have to leave room for possible transfers. 

As far as the NIL, also Cameron Brink will do well in that department and was one of two along with Paige Bueckers to first sign with the big Wasserman Agency. And recall former Stanford Volleyball player Lindsay Kagawa Colas is their main executive.

I think this NIL thing surprisingly doesn't exclusively favor ESPN darlings like UConn. and may have helped UCLA land Jada Williams and perhaps a reason they were runners-up for Azzi Fudd. Even though UCLA never had packed gyms like more rural programs, it's a good place to cultivate a social media audience to NIL opportunities.

p.s. Doesn't Notre Dame owe Stanford a grad transfer? I see Maya Dodson went 11/14 and 11/16 in her first two appearances in an Irish uni.
