Troy Taylor said in his press conference that Chase ('24 signee) will get to play with his brother Bryce, so Bryce Farrell will be back. Coach Gregory tweeted a picture of returning safeties that included Gilman so looks like he'll be back. (Porter may have also been included in that post)

You're not missing anything - this is exactly right. A few more scholarships need to be vacated sometime between now and the start of training camp.
Heyer is probably better counted as a retirement and not a transfer, as he took his name out of the portal and is still at Stanford.
