I'm not quite sure which play you are talking about here. Most likely you saw an official signal loss of control by the ball handler. It is similar to a double dribble signal except the palms are up, not down. To me, the signal evokes juggling the ball. (Neither of those signals are in the rule book.)
After loss of control ("interrupted dribble") when another player(either team) touches the ball, a player may dribble again.

Yes, that was bizarre. I saw the other girl tip the pass. It might have touched Hannah after it was tipped and before it passed over the center court line. Does that make it a back court violation?
There are conflicting rules (Rule 9, Section 12) for a similar situation but not for this one. I checked the Case Book but it doesn't adjudicate this ambiguity.
