Is something up with that Robert Scofield?

He looked to be calling a double-dribble on OSU, but no whistle and play continued.

I'm not quite sure which play you are talking about here.  Most likely you saw an official signal loss of control by the ball handler. It is similar to a double dribble signal except the palms are up, not down. To me, the signal evokes juggling the ball.  (Neither of those signals are in the rule book.)  

After loss of control ("interrupted dribble") when another player(either team) touches the ball, a player may dribble again.

Art. 5. A pass in the frontcourt that is deflected by a defensive player so that the
ball goes into the backcourt may be recovered by either team.

If the ball was deflected by a defensive player during a pass, and the deflection went off Jump, the situation would be covered by both 9-12.4 and 9-12.5.   However, an attempted steal is not covered by 9-12.5.

In this case, 9-12.4 applies since the ball brushed Jump's forearm while in the front court just before going into the backcourt. It is a backcourt violation.
