I wondered this myself...after very superficial research it appears that refs can pick up a flag, but replay officials don't have that power. Apparently, they (not sure who I'm talking about here - the relevant powers that be) want a clear separation of the officials on the field and the replay official.

[/quote]That's what I thought as well - officials frequently pick up their flag and announce "there was no penalty." BUT - in this game the referees on the field were from the ACC and they refused to "pick up the flag and admit they made a mistake." The replay officials were from the Pac-12 and they reversed the horrible targeting call - which would have been terrible for Carter to be ineligible for the first half of the Pac12 Championship game, but they could not reverse the flag of the ACC official. Sounds like we're voting for the Pac-12 officials again.
