...at least if you're not in the People's Liberation Army.  So if you are an average citizen but have violent intent or compulsions,  the arms that you keep and b.ear are...knives.  And a lot of Chinese commenting on this think it is far better situation than our gun-besotted civilian society.  Of course, there's the whole values thing. They emphasize societal stability,  we emphasize individual freedom.

"First let me say I'm ok!!!! But last night me and 3 my teammates got chase and attack by a man with a big ass knife got a little scratch and my teammates walk away unharmed! He chase us into our bus and had us corned yelling at us then he finally left! Ugh lets just say I'm ready to get out this city we are visiting! Life can be took at any moment! Cherish every moment! AGAIN IM OK! Thank you to everyone that has been checking on me!"

All kidding aside, I am glad that she was not seriously injured.

Mental health is not addressed well in China.  That sometimes follows from the emphasis Redrum pointed out on social stability vs. individual freedom--when there are a billion people involved, there's no use pretending you're *not* just a number.  Now, if mental health problems were significantly prevalent (and if the govt understood this), then you might seen some movement on that issue.  But until then, it's all about the bottom line.

Which means, unless the families have true, constant control over them, some % of violent people will always be at large ready to go off.  This mental health picture is slowly changing but China will never match the the mental-health-aware society we have...and even ours ain't that great at times.

One might argue that Chinese society renders its members more vulnerable to mental health issues.  Between the struggle for survival, constantly navigating social interactions, and oppression from the govt, there's a lot going on over there.
