No, Scarlett doesn't meet the criteria for a 6th year. Usually a 6th year is available if a player misses two seasons due to injury. Under NCAA rules, Scarlett has used three seasons of eligibility and has missed just one season.
As a freshman, he played in just three games before being injured, but one of those games was in the second half of the season. A medical redshirt is available only if there's a season-ending injury in the first half of the season. So that counts as a season of eligibility for him. He played nine games as a sophomore. He missed his junior year due to injury. As a senior, he played in five game, which is one too many. The limit for a medical redshirt is four games. So that also counts as a season of eligibility. His next season will be his fourth and last.
Of course, he can apply for an exception to the rules. The NCAA has authority to make exceptions. But I wouldn't be very optimistic about it.
