In early March, the epidemiologists did not know how effective masks would be and they did not even have enough masks for health-care workers anyway. The US was caught so flat-footed in pandemic preparedness that SiP was required to prevent overwhelming the health-care system. It detailed the drastic equipment shortages throughout the EU of essential items, particularly ventilators and masks. The date was about 3/10.
