Edit: Or the hi/lo might be wrong. They have SC with a hi/lo of 1/1, even though Stanford got 1 of the 32 1st place votes.

I think you're misinterpreting hi/low. I think that is the high & low ranking for the team on the weekly polls.
I was surprised to see C. Vivian Stringer listed in the panel of coaches. She continues on leave of absence and "is not permitted to have contact with her team while on the leave of absence" because NCAA rules limit schools to 4 coaches. She is guaranteed $1M salary for this year, plus a $200K bonus for signing in April 2021 (!!!) when she started her leave of absence. She has previously claimed credit for coaching games she was not at. I disagree with the opinion of this article that suggests it is up to the school to designate the wins this season belong to her or the acting head coach. The NCAA rule only allows this in the case due to illness or unexpected circumstances.
I see reports of different reasons for her leave: to care for a child & to avoid COVID. Having that much paid salary when someone else is paid to do her job is more than generous of Rutgers. However, it is, IMO, disingenuous to claim the team's victories as part of her career. (And, isn't that her I've seen doing announcing/commenting on ESPN? Naturally, that is less effort than to coach a team.)

The PAC-12 coach that votes is from Utah.

I think a lot of the problem is (unspoken) disagreement about what poll voters are voting on. Is it:
1. body of work so far;
2. the prospect of winning TODAY (essentially, ELO); or
3. where you think a team will end the year in March/April?
I think a lot of disagreement can be explained by this.
I don't think it's crazy to vote UConn #2 if you're assuming Bueckers and Fudd will be back, good as new, by March Madness.
But objectively they do not have the second best body of work in the country.
And, subjectively, I am not even sure they're a top 10 team right now. (That was truer a few weeks ago when they were still adjusting and Ducharme hadn't come on strong like she has in recent games).
Boneyard fans have a fan poll that they run that I voted in sometimes, and I always vote based on who I think would win TODAY, with the actual players who are suiting up right now. But I know others do it based on body of work or where they think they'll finish in March/April. Unless there's a clear voting rule, I just think it's inevitably going to be noisy.

At halftime, DePaul is leading UConn 40-31.
And UCLA getting a lot of love from the refs, and Arizona finally realized it. UCLA up 36-32 at the half, but it wasn't looking pretty for the Wildcats until they started playing lovely basketball.

Ayoka Lee of Kansas State has come back to earth after her record performance in her last game, only has 6 points, 5 rebounds -- and 3/9 shooting in first half of current game, against #9 Texas
DePaul up by 42-35 over U Conn early in 3rd quarter. Azzi Fudd is now in the line-up, off the bench -- has 3 points of U Conn's 35.

Just saw the first NCAA top 16 "reveal." Top 4 (#1 seeds) in order, South Carolina, Stanford, NC State, Tennessee. Arizona is an 8. U Conn is an 11 seed (#3 regional seed). The big surprise, U Conn is in the Spokane region as the #3, along with Stanford as the #1.

We will be much better against Texas the 2nd time if there is a second time. UConn is not a normal UConn team, and even if they have all their people back they will not have had as much time to jell. I'm confident we can beat either of them. But yes, we would have to play well.
