While I am perfectly on board with Hogan over any other conference QB, the above is a fallacious argument.
In general, the more you are asked to do the lower your per attempt numbers go.
So, Taj Griffin leads Pac 12 conference running backs in yds/carry at 7.25 - but only 73 carries. I don't think anyone believes that makes him a better RB than his teammate Freeman averaging only 6.64 yds/carry but with 257 carries, or McCaffrey at a mere 5.71 yds/carry but with 287 carries.
Quarterbacks are more complicated to evaluate. Efficiency is one important standard to look at, but it is only one number and doesn't capture everything about a quarterback. Even more than other positions, QB stats are stats on the entire offense as much as the guy in question - both style (which limits Hogans pass attempts) and quality (Kessler and Adams have some excellent targets to throw to).
Hogan's efficiency numbers are very good.
Hogan does a lot to make his offense very good, including more presnap adjustments than any other Pac 12 QB.
Hogan runs more, and more effectively, than most QBs. [second to Randall in yds/carry among Pac 12 QBs.]
I think his only real competition for best Pac 12 QB this year is Adams, and the extra 3 games Hogan played ought to give Hogan the edge (but otherwise, maybe not).
