The owners are 90%+ at fault. They're a despicable, particularly money-hungry bunch.
If MLB went down in flames and the owners all lost their shirts, I'd be perfectly happy. The downside is all the collateral damage - players and workers employed in all industries associated with spring training through the World Series. That's a lot of damage.
BTW, I heard a commentator on sports radio the other night theorize that Analytics has teams watching things to the fifteenth decimal and that mindset has spilled over into CBA negotiations. It's like teams bring in a series of no-names because "the numbers demand it," and who cares if the fans ever identify with or get to know and support the revolving door of jersey-wearers. The point generally being that MLB owners are penny-mise and pound foolish.
All I know is the game is losing fans and in important demographics (which is not mine). But they've lost me, too.
