I find this very surprising, especially in the context of Elway only having 5 rushing TDs, as good a scrambler as he was.

Elway was a good scrambler, but that didn't translate into a lot of rushing gains. His career rushing total was -279 yards. I think he scrambled looking first to pass, rather than to gain yardage with his legs.
