It's a little tricky to track years when mission guys came back, so a few of the classes below might have been near the limit with one or two of those.
Our largest classes in the web-data base era were (going off of Scout):
2003 - 25Â at least one of those (Jai Miller) never got on campus.
2009 - 22Â Taysom Hill went on mission and never returned (to us)
2010 - 22
2012 - 22Â Fanaika went on mission
2015 - 22Â G. Reid misison, Fox delayed, Barton returned from mision
Most others were <20.
Not only is Stanford rarely close to the 25 man yearly limit, we also typically are several spots clear from the overall 85 scholarship limit - even after some walk-ons are awarded a scholarship.
