This may be a dumb question, but here goes. - would  his full-time attendance somewhere else this year affect (e.g. reduce) his four years of football eligibilty?

I don't know what Fox is doing this year. If he is attending a college or junior college as a full-time student (12 units or more), his five-year eligibility clock started running. If he is attending a college or JC less than full-time, his eligibility clock did not start. If he is doing a 5th year of high school at a prep school, his eligibility clock did not start. I assume he worked with our staff to avoid using any eligibility.
