Despite their twenty-game win streak, Michigan is not in the top 25. And their RPI ranking dropped from 49 to 54. Does this mean that Big 10 baseball is relatively weak? Any other explanation?

The Big Ten isn't all that strong in baseball. It's tough in cold weather states. And Michigan hasn't yet played any of the decent teams.
Before starting their 20 wins in a row, Michigan was only 4-11.
[They started the season with a California swing - losing to San Diego, Arizona, Cal Poly, SDSU, and 3/4 to Stanford]
And this past weekend they swept Penn State, who is 8-25 thus hurting them in the 1/2 of RPI which is opponents' record.
