Technically yes, however, USD is in the Pioneer League which is one of two FCS conferences whose members don’t offer athletic scholarships. The Ivy League is the other. When the FCS playoff bracket expanded to 24 teams a few years ago, the Pioneer League was granted an automatic berth but its representative is always at a brobdingnagian disadvantage compared to scholarship programs.
