Along the way you probably have to talk with a lot of people who say no to the scheme when approached by someone about participating. I'll guess that one or more of those people who thought it was wrong went to the authorities and that's what started the investigation.
I would imagine that it raised eyebrows and red flags at the Internal Revenue Service as well.
That pre-supposes that there is anyone left in the IRS to audit potentially fraudulent returns.
