I don't think that would be a very big problem when you're talking about randomly choosing 2,000 spots out of 20,000 qualified candidates (or whatever the numbers are), but if you're concerned you could always program the randomization process to draw adequately from certain buckets. It doesn't have to be pure quantum randomness across the whole sample to accomplish the same goal.
